As an initiative dedicated to increasing the publicity of the work of the Parliament and informing the citizens about the work of the Assembly, the Open Parliament researched the way that MPs talk about the holders of executive power in the plenum – about the President, the Prime Minister and ministers – as well as about leaders and prominent politicians of opposition parties.

The Open Parliament, as an initiative dedicated to increasing the publicity of the work of the Parliament and informing the citizens about the work of the Assembly, researched the way the MPs talk about the most important foreign actors in Serbian political life – European Union (EU), United States, Russia, China and Turkey.

Dvanesti parlamentarni saziv karakteriše visok intenzitet aktivnosti. 130 zasedajućih dana, 38 redovnih sednica (u poređenju sa 13 tokom 2016-2017) i 14 vanrednih (u poređenju sa 3 tokom 2016-2017). Pojačana aktivnost, međutim, ne znači i više rada na kvalitetu propisa. Skupštinske rasprave se koriste za obračun sa političkim neistomišjenicima. Čak 70 odsto zakona je usvojeno bez amandmanda a 40 odsto sednica odbora je trajalo kraće od 10 minuta. Skupština je u najvećem broju bespogovorno usvajala predloge propisa koje je podnosila Vlada. The twelfth parliamentary legislature is characterised by high-intensity activities. 130 sitting days, 38 regular sittings (compared to 13 during 2016-2017) and 14 extraordinary (compared to 3 during 2016-2017). Increased activity, however, does not mean more work on the quality of regulations. Parliamentary debates are used to deal with political dissidents. As many as 70 percent of the laws were adopted without amendments, and 40 percent of the committee sittings lasted less than 10 minutes. Most of them unconditionally adopted the draft regulations submitted by the Government. Otvoreni parlament je, kao inicijativa posvećena povećanju javnosti rada parlamenta i informisanju građana o radu Skupštine, istraživao način na koji narodni poslanici u plenumu govore o nosiocima izvršne vlasti – predsedniku Republike, predsednici Vlade Republike i ministrima – kao i o liderima i istaknutim političarima opozicionih partija. Analiziran je period od septembra pa do kraja 2021. godine, odnosno poslednja četiri meseca rada Narodne skupštine u protekloj godini.

Otvoreni parlament je, kao inicijativa posvećena povećanju javnosti rada parlamenta i informisanju građana o radu Skupštine, istraživao način na koji narodni poslanici govore o najznačajnijim stranim akterima u srpskom političkom životu – Evropskoj uniji (EU), Sjedinjenim Američkim Državama (SAD), Rusiji, Kini i Turskoj. Analiziran je period od septembra pa do kraja 2021. godine, odnosno poslednjh četiri meseca rada Narodne skupštine u protekloj godini koji je obuhvatio deo vanrednih i celokupno redovno jesenje zasedanje.

The Assembly of Serbia has never worked without a break in June and July, and even at the beginning of August, as it happened this year. Even though, statistically speaking, the Assembly functions great without opposition, the MPs tried hard to remind everyone how bad the previous government was and how absolutely all oppositionists are in fact “traitors and enemies”. This is why there were so many adopted laws without amendments, without objections, without a single doubt in the correctness of everything that comes as a proposal of the Government of Serbia.
