Saša Janković has not been the Protector of the Citizens of Serbia for four years, but try remembering who is (no Googling!) The MPs could not, so they criticised the former one out of habit, and sent a message to the current one not to relax and not to think that he is really independent.
“When you choose a law graduate as the Protector of Citizens, that is not an absolute guarantee that he will do his job well. A typical example is Saša Janković. The man was a jurist, but did he do his job well as the Protector of Citizens? He did not. He wanted to run for President of the Republic from the position of the Protector of Citizens, and eventually, he did.”
“When it comes to the former Protector of Citizens Saša Janković, to the people and MPs also known as “Sale the Saluting Gun”, he knowingly violated the Law on the Protector of Citizens by analysing and giving daily political assessments of the political situation in Serbia..“
“Well, if we have protectors of citizens like these two so far, they [might] also get crazy from fame and money and won’t know anymore what they’re doing and how much damage they are doing to Serbia.“
“If someone violated the Law on Conflict of Interest, then it is the very former Protector of Citizens Saša Janković. I am not a jurist, but I believe that if there was someone who was in a conflict of interest and broke the law, then that was exactly him.“
“Feuilletons and films and series will probably be made about Saša Janković. The series, or the film would be called – The Protector. That film would talk about how Saša Janković as the Protector of Citizens, did not protect citizens, and in a part of that film or series there would probably be little talk about the affair - The Gun, and about some investigations.“
“In his recent interview, Saša Janković admits that he was politically engaged, politically involved, and that certain foreign embassies did everything [in their power], and recruited various people in order to violently overthrow the President of the Republic of Serbia, Mr. Aleksandar Vučić. “Saša Janković knew that he could not defeat Aleksandar Vučić in the presidential elections, but he wanted to, and worked for years to satanise Aleksandar Vučić and his family and the SNS, to provoke the critical mass that would come to power by force.“
Despite the general dissatisfaction with the work of this institution, the MPs eventually voted that the ombudsman does not have to be a lawyer, that he shall be elected for an eight-year term and continue to receive a salary equal to the salary of the President of the Constitutional Court.

Saša Janković već četiri godine nije zaštitnik građana Srbije, a probajte bez guglanja da se setite ko jeste. Nisu mogli da se sete ni narodni poslanici, pa su ovog bivšeg kritikovali po navici, a ovom aktuelnom poslali poruku da se ipak ne opušta i ne pomisli da je stvarno nezavisan.
„Kada za zaštitnika građana izaberete diplomiranog pravnika to vam nije apsolutna garancija da će on dobro da radi svoj posao. Tipičan primer je Saša Janković. Čovek je bio pravnik, ali da li je dobro radio svoj posao Zaštitnika građana? Nije. On je hteo da se sa pozicije Zaštitnika građana, i to je na kraju krajeva i učinio, kandiduje za predsednika Republike.“
„Kada je u pitanju bivši zaštitnik građana Saša Janković, u narodu znani, a i nama poslanicima, kao "Sale prangija", on je svesno kršio Zakon o Zaštitniku građana tako što je analizirao i davao svakodnevno političke ocene o političkoj situaciji u Srbiji.“
„Pa ako budemo imali zaštitnike građana kao ovu dvojicu do sada, pa njih ubija i slava i pare u glavu i više ne znaju šta rade i koliku štetu nanose Srbiji.“
„Ako je neko kršio Zakon o sukobu interesa, pa onda je to upravo bivši Zaštitnik građana Saša Janković. Ja nisam pravnik, ali smatram da ako je neko bio u sukobu interesa i kršio zakon onda je upravo to on.“
„O Saši Jankoviću će se verovatno pisati feljtoni i snimati filmovi i serije. Serija bi se ta zvala, ili film – Zaštitnik. U tom filmu bi se govorilo o tome kako Saša Janković kao Zaštitnik građana nije štitio građane i verovatno bi u delu tog filma ili serije se malo govorilo o aferi – pištolj i o nekim istragama.“
„Saša Janković, u svom intervjuu koji je nedavno dao, sam priznaje da je bio i te kako politički upleten, politički involviran i kako su određene strane ambasade činile sve i vrbovale razne ljude kako bi na nasilan način srušili predsednika Republike Srbije, gospodina Aleksandra Vučića. On više nije Ombudsman, ali svakako se pitam gde je ta institucija Ombudsmana kada neko preti predsedniku Aleksandru Vučiću i njegovoj porodici?“
„Znao je Saša Janković da ne može da pobedi Aleksandra Vučića na izborima za predsednika, ali je hteo i godinama je radio na tome da satanizuje i Aleksandra Vučića i njegovu porodicu i SNS, da izazove tu kritičnu masu koja bi na nasilnim putem dovela na vlast.“
I pored opšteg nezadovoljstva radom ove institucije, poslanici su na kraju glasali da ombudsman ne mora da bude pravnik, da se bira na mandat od osam godina i da i dalje prima platu u visini plate predsednika Ustavnog suda.

10. Predlog odluke o izboru dva člana Republičke komisije za zaštitu prava u postupcima javnih nabavki, koji je podneo Odbor za finansije, republički budžet i kontrolu trošenja javnih sredstava.
Predsednik Narodne skupštine Ivica Dačić sazvao je 47. sastanak Kolegijuma Narodne skupštine Dvanaestog saziva za utorak, 2. novembar 2021. godine, sa početkom u 9 časova.
On the agenda – laws that allegedly strengthen the institutions of the Protector of Citizens and the Commissioner for Information of Public Importance. In the debate – proof of how the MPs and ministers of the Serbian Progressive Party actually perceive the independence of the institutions. It is good to have them, but only if they defend ‘us’, and not criticise the government like those who were in power before did.
“These independent institutions are nowhere to be found when they should be condemning the attacks on Aleksandar Vučić’s family members. The Commissioner for Gender Equality is nowhere to be found either, nor the Protector of Citizens when the daily ‘Danas’ publishes on its front page allegations against Danilo Vučić. There are no SNS officials to condemn such attacks. They’d probably be harsher if someone hit a dog on the street.”
“So, I will talk about the endangered and neglected rights and freedoms of the President of the Republic, his son Danilo and his brother Andrej, but also of other members of the Vučić family. […] one important question arises – who protects the endangered rights and neglected rights and freedoms of the persons I have mentioned?”
“Today, Serbia is trapped, and it’s up to us, only on the SNS representatives in Serbia, to point out these two parallel processes. We must strengthen, build institutions, the independence of our institutions, which is the main task in this Parliament today and the topic on the agenda. At the same time, I, as a member of the Government, you, as SNS MPs, must not neglect, must not ignore the process that is taking place, and that is the process of dehumanisation of the Vučićs because one of them is Aleksandar Vučić, the President of Serbia.“
“The security of the Vučić family is seriously endangered and everyone is silent, journalists’ associations are silent. I don’t condemn journalists or media, but I will just say that they’re supporting such statements by their silence.“
“I really expect the Protector of Citizens to be the Protector of Citizens, but of each citizen, primarily the Protector of the one for whom the majority of Serbian citizens voted, and that is the President of Serbia. It is really inconceivable to me that the Protector of Citizens does not deal with the protection of the President and the threats that all of us MPs, mostly Bakarec and my fellow colleague Marijan Rističeveć receive every day via social networks from Đilas, Marinika Tepić, Jeremić and other members of their gang.“
“When the citizens of Serbia hear the words Protector of Citizens, it gives them some confidence. The citizens are Aleksandar Vučić and Danilo Vučić and Andrej Vučić, they are all citizens of Serbia. Do they have the same rights as other citizens? Does anyone guarantee them any rights?”
There was not much talk about other possible obligations of the Protector of Citizens in this debate, because to this ruling majority, this does not really matter.

Na dnevnom redu - zakoni kojima se navodno jačaju institucije Zaštitnika građana i Poverenika za informacije od javnog značaja. U raspravi - dokaz kako poslanici i ministri Srpske napredne stranke zapravo doživljavaju nezavisnost institucija. Dobro je da ih imamo, ali ako brane naše, a ne da kritikuju vlast kao oni pre.
„Tih nezavisnih institucija nema nigde da osude napade na članove porodice Aleksandra Vučića. Nemate nigde Poverenicu za rodnu ravnopravnost, nemate nigde Zaštitnika građana kada se u dnevnom listu "Danas" objavi naslovna strana protiv Danila Vučića, a nemate ni neke funkcionere SNS da osude takve napade. Oni bi verovatno žešće osudili određene napade da kuče udare na ulici.”
„Govoriću, dakle, o ugroženim i zapostavljenim pravima i slobodama predsednika republike, njegovog sina Danila i njegovog brata Andreja, ali i ostalih članova porodice Vučić. Jednostavno, postavlja se jedno važno pitanje – ko štiti ugrožena prava i zapostavljena prava i slobode osoba koje sam naveo?”

„Ja stvarno očekujem da od Zaštitnika prava građana bude zaštitnik građana, ali svakog građana, prvenstveno zaštitnik onoga za koga je većina građana Srbije glasala, a to je predsednik Srbije. Meni je stvarno nepojmljivo da se Zaštitnik građana ne bavi zaštitom predsednika i pretnji koji svi mi narodni poslanici, najviše Bakarec i kolega Marijan Rističeveć dobijamo svakodnevno putem društvenih mreža od Đilasa, Marinike Tepić, Jeremića i ostalih pripadnika njihove bande.“
„Građani Srbije kada čuju Zaštitnik građana, to njima uliva neko poverenje. Građanin je Aleksandar Vučić i Danilo Vučić i Andrej Vučić, sve su to građani Srbije. Da li oni imaju ista prava kao ostali građani? Da li njima neko garantuje neka prava?”
O ostalim eventualnim obavezama Zaštitnika građana u ovoj raspravi nije bilo mnogo reči, jer to za ovu vladajuću većinu u stvari nije ni bitno.

Whenever the Minister of the Interior, Aleksandar Vulin, comes to the Assembly, he fulfils the expectations of the MPs and they return the favour. A layer of the Serbian world, a layer of divisions on a national basis with the obligatory remark that this is not the intention, a layer of admiration for the President Aleksandar Vučić.
On such a day, when five international agreements were on the agenda, notions bearing the adjective Serbian were mentioned 158 times; and Vučić was praised 90 times.
“If you are referring to the Serbian world, I firmly believe that the creation of the Serbian world as a unique political nation is an essential need of Serbs and there is no threat in that.”
“Usually, those who have not finished ethnic cleansing have a problem with the Serbian world, so even those 4% of Serbs bother them. They usually have a problem with the Serbian world. The Serbian world is my idea, it is not the idea of the Government of the Republic of Serbia. The Parliament of the Republic of Serbia has never declared itself on it, it has never voted on anything like that.”
“You could have been more creative when giving a name. You copied that from Turkey. Turkey is the first country to officially choose the term Turkish world, and they even have a Ministry for the Turkish world. I don’t know why you are fascinated by Turkey.“
“You know what happened when President Vučić went to pay tribute in Srebrenica, and when Izetbegović came to Belgrade, he went for a walk down Knez Mihailova Street, no one said an ugly word to him.”
“Every day and with every move we make, we try to contribute to the international reputation of Serbia and the preservation of peace and stability in the region. This is probably why you have been a political partner of both Aleksandar Vučić and the SNS for years.“
“I cannot but congratulate the representatives of the Serbian List on a convincing victory in the October 17th elections in Kosovo and Metohija, and these elections have shown that Serbs are united when they are found in the most difficult situation, and that they believe in the policy of the Serbian President Aleksandar Vučić.”
“On the one hand, you have thieves, fraudsters, layabouts with bank accounts in Mauritius and in another 56 countries, led by Dragan Đilas and Vuk Jeremić, on the other you have you have a majority Serbia, normal people, who live from their work and who are led by Aleksandar Vučić.”
At such sessions, the fact that the non-parliamentary opposition was mentioned in a negative tone only about 70 times can be presented as progress.
